Summary of 2004 COSAVE` s Activities The XII COSAVE` s Council
of Ministers, through Resolution 73/12 – 03 M, approved the working strategy
proposed by the Directive Committee (DC) for the period 2004-2005, which
would permit to increase the development and execution of actions that
shall result in benefit of the productive and agribusiness sectors, as
well as a larger interaction between COSAVE` s activities and the private
sector.
The previously
mentioned Resolution also request to COSAVE` s DC to produce and approve
annual working plans and to allocate the necessary means for the implementation of the proposed strategy. |

COSAVE President – 2004/2005 Under these directives, the present report
contents the summary of relevant COSAVE` s successes during the first
nine months of Brazilian Presidency, as:

Increase of the regional meetings
from 13-18 in the past two years to 30 in 2004.
·
Massive COSAVE` s participation
in the international field (24 meetings), not only those organized by
the International Plant Protection Convention (
·
Joint analysis of draft International
Standards of Phytosanitary Measures (ISPM) , by the five COSAVE member countries,
in different instances.
·
COSAVE sent, for the first
time, regional positions about standards in public consultation for approval
in the next Interim Commission of Phytosanitary Measures (ICPM)
·
COSAVE sent, as a region, new
proposals for ISPM´ s and subjects of interest for discussion in the next
Interim Commission of Phytosanitary Measures (ICPM)
·
Constant support work for the
delegates in the ICPM´ s Standard Committee (SC).
·
Recruitment of scholarship
holders to fill COSAVE´ s absent pests databank
·
Creation of new strategic Ad
Hoc working groups as: Legal Issues and ICPM Related Issues.
·
Joint and coordinated actioning
of COSAVE` s National Plant Protection Organizations (NPPO´ s) in ICPM`
s meetings.
·
Proposal of the more qualified
regional delegates for the ICPM` s Working Groups and monitoring of their
activities.
·
To propose or send, financed
by COSAVE, regional delegates for strategic
·
Preparation of technical documents,
for international circulation, about Citrus Canker, Black Spot, phytosanitary
products residues, interaction strategies with the private sector, regionalization
and electronic certification.
·
Increase in contact actions
with MERCOSUR and regional SPS delegates.
·
Incorporation of new accredited
inspectors to sign Phytosanitary Certificates in the COSAVE` s Register
of Authorized Inspectors.
·
External fund-raising to finance
activities of interest for the Region.
·
Reception of equipment donations
for COSAVE (Scanner, laptops and data-show).
·
Presence of private sector
representatives in regional meetings and key COSAVE` s activities.
·
Interaction with regional industry
in the framework of activities of its interest, as the ISPM 15 workshop
(200 participants, most of them from the private sector, developed in
Buenos Aires, Argentina) or the preparation of a Regional Project to Control
the Cotton Boll Weevil.
·
Celebration of a new accord
with IICA and approval of new COSAVE` s working rules, in accordance with
COSAVE` s Constitutive Agreement.
·
Reception and processing of
Bolivia´ s petition to adhere to COSAVE
·
Preparation of the Regional
Project about Cotton Boll Weevil Control, approved by the COSAVE´S Ministries
Council.
·
Quick increase of COSAVE´ s
role close to other Regional Plant Protection Organizations (RPPO´ s)
and in the international context. Elected as one of the RPPO` s to represent
them in the negotiation about the role of RPPO´ s with the

Increase of COSAVE` s international
recognition, perceptible not only through the reception of invitations for regional experts
and Technical Secretary participation in international meetings, but also, by having received, for the first time, the visit of the

Promotion of COSAVE through
publications in magazines (ANFFA`s Magazine) and presentations in Congresses
(Brazilian Congress of Entomology, Gramado, RS) and events (Regional Workshop

2003/2004/2005 International Workshop on Phytosanitary
Certification for Wood Packing Material in Export and Import On November 17–19, in Buenos Aires/Argentina,
it took place the International Workshop on Phytosanitary Certification for Wood Packing Material on the
Export and Import. The event was organized by COSAVE, the North American
Plant Protection Organization (NAPPO), APHIS, IICA and the Secretaria
de Agricultura, Ganaderia, Pesca y Alimentos/Servicio Nacional de Sanidad
y Calidad Agroalimentaria (SENASA) of Argentina. The workshop objective was to present and
deeply discuss the several aspects of the International Standard on Phytosanitary
Measures Nº 15 (ISPM 15- FAO), in final phase of implementation in various
countries around the world, through changes in the level of phytosanitary
requirements for the circulation of any kind of commodities, when packaged
in wood packing material for international trade. The event was attended by more than 200 participants,
among authorities, researchers, technicians, service rendering companies,
exporters and importers from different sectors of the economy of several
